The short answer
When is 200KB the right target?
Two cases, and they have almost nothing in common except the number.
The first is a hard cap you have been given: a mail system limiting attachments, a content system limiting uploads, a forum limiting images. If a rule says 200 KB, this page hits it and there is nothing more to think about.
The second is more interesting. You have no cap at all, and 200 KB is simply a sensible ceiling for a detailed image on a web page. At this size a photograph with a lot going on in it, foliage, fabric, a crowd, keeps its texture, while still being small enough that a page carrying several of them stays quick.
The distinction matters because it changes what to do if you cannot get there. Under a hard cap, you resize the image down until it fits. Under a self-imposed budget, you can simply allow more, because nothing is going to reject it.
Getting it right
Which images actually need 200KB rather than 100KB
Most do not, and knowing which ones do is the difference between a well-optimized page and a bloated one.
The images that genuinely benefit are the ones with fine, irregular detail everywhere: leaves, grass, crowds, textiles, water, hair at close range. Lossy compression works by discarding detail it judges hard to notice, and images made entirely of that kind of detail lose something visible when the budget is tight.
The images that do not benefit are portraits against plain backgrounds, product shots on white, logos, screenshots and diagrams. All of these have large uniform regions the encoder stores almost for free, so they reach 100 KB with quality to spare and the extra 100 KB buys nothing anyone will see.
A quick test: compress once at 100 KB and once at 200 KB, then look at both at the size you will actually display them. If you cannot tell which is which, use the smaller one. It is a real gift to whoever loads your page.

If your image is a photograph and it is already a JPG or WebP, 200 KB is a straightforward ask. If it is a PNG photograph, converting it to JPG first will get you a better looking result at 200 KB than compressing it as a PNG will.

What people ask before and after they hit the 200 KB button.
For a single detailed image, no. A hero photograph or a large in-article image at 200 KB is reasonable and will not meaningfully slow a page down on its own.
For a page carrying twenty of them it adds up to four megabytes, which will. If you have many images on one page, aim most of them at 100 KB and save 200 KB for the ones that genuinely need it.
Comfortably. Mail providers generally allow attachments in the tens of megabytes, so 200 KB is far below any limit you are likely to meet.
