The short answer
Can you really compress an image without losing quality?
Yes and no, and the distinction is the single most useful thing on this page, because most tools blur it deliberately.
Truly lossless compression means the file gets smaller and the pixels come back bit for bit identical. This is real and this tool does it for PNG: when an image uses fewer distinct colours than its palette allows, the file can be rewritten smaller with nothing whatsoever discarded. Logos, screenshots, diagrams and flat illustrations often shrink substantially this way with a mathematically identical result.
Visually lossless is the other thing, and it is what people usually mean. The pixels do change, but the changes sit below what your eye picks up at normal viewing size. For photographs in JPG or WebP this is what is achievable, and at a gentle setting it is genuinely convincing.
What is not achievable is a photograph reduced to a tenth of its size with no change to a single pixel. Any tool promising that is either doing visually lossless compression and calling it lossless, or not shrinking the file much. Being clear about which one you are getting is the point of this page.
Getting it right
How to get the smallest file that still looks untouched
A practical sequence, in order of how much it gains you.
Start with dimensions, because resizing is genuinely free quality. An image displayed at 1000 pixels wide but stored at 4000 loses nothing visible when resized down, and the file shrinks by roughly three quarters before compression is involved at all. This is the largest lossless-feeling win available and it is not compression.
Then use a gentle compression level, which is what this page opens on. It removes the fine colour detail your eye is worst at noticing and leaves everything else, typically halving a photograph with no visible change. Push harder only if you have a size you must hit.
Finally, match the format. A screenshot kept as PNG stays perfectly sharp while its palette shrinks. That same screenshot saved as JPG at any setting picks up fuzzy edges around the text. Choosing the right format is often the difference between lossless and merely close.

What people ask before trusting a compressor with an image they care about.
PNG, when the image uses a limited range of colours. Screenshots, logos, diagrams and flat illustrations are the ideal case, and reducing the palette can cut the file substantially with a pixel-for-pixel identical result.
JPG and WebP photographs cannot be made meaningfully smaller without discarding something, because they are lossy formats by design. Gentle compression on those is visually lossless rather than mathematically lossless, which is an honest and useful thing but a different thing.
For a typical photograph straight from a camera, roughly half, with no visible change at normal viewing size. Camera files are encoded conservatively, so the first big reduction costs almost nothing.
Past that it depends entirely on the image. Portraits and plain backgrounds keep going for a long time. Fine repeating texture like foliage or fabric starts showing changes much sooner.
Never. A PNG comes back a PNG, a JPG comes back a JPG. Converting a PNG to JPEG would produce better numbers and is exactly what many tools quietly do, but it also discards any transparency and replaces it with a background you did not choose.
