Why 25KB is the size to aim for when you have a choice
Because it sits right on the line where the compression stops being obvious, and most forms that cap uploads allow it.
Between roughly 20 KB and 30 KB something useful happens to a well-cropped photograph: the blocking that is clearly visible at 15 KB stops being noticeable at normal viewing size. Below that band you are managing damage. Above it you are mostly buying detail nobody looks at.
That makes 25 KB the sensible default when a form gives you a range like "under 50 KB" or "between 20 KB and 50 KB". You get a file that is comfortably inside the limit with room to spare if the form measures slightly differently than you do, and you have not given up anything visible to get there.

What 25KB looks like on different kinds of image
The same number produces very different results depending on what you feed it, and knowing which case you are in saves a lot of retrying.
Photographs of people do well. A cropped headshot at 25 KB holds skin tone, eye detail and hair edges convincingly. This is the case the number is really designed around.
Screenshots and images containing text do badly, and this surprises people. Text is high-contrast edges everywhere, which is the most expensive thing a lossy encoder can store, so a screenshot at 25 KB often comes back with visibly fuzzy lettering. If your image is mostly text, keep it as a PNG and let this tool reduce its colour count instead, which stays sharp because it never touches the edges.
Illustrations, logos and anything with flat colour are the easy case. They frequently land under 25 KB losslessly, meaning the file gets smaller and nothing at all is lost.

If your image is a photograph and it is already a JPG or WebP, 25 KB is a straightforward ask. If it is a PNG photograph, converting it to JPG first will get you a better looking result at 25 KB than compressing it as a PNG will.

What people ask before and after they hit the 25 KB button.
It clears the large majority of them. Caps of 50 KB, 100 KB and 200 KB are all common, and 25 KB sits comfortably under every one of those with margin left over.
The forms it will not clear are the ones asking for signatures or thumbnails in the 10 to 20 KB range. If yours is one of those, use the 15 KB or 20 KB page instead.
Because lossy compression is built for photographs, and a screenshot is the opposite of a photograph. Photos are made of gradual tonal changes, which compress beautifully. Screenshots are made of hard edges and flat blocks with text on top, and hard edges are the most expensive thing to encode.
Keep screenshots as PNG. This tool shrinks a PNG by reducing how many colours it uses rather than by blurring the pixels, so the text stays crisp. A screenshot with a small palette can drop a long way in size with no visible change at all.
